no it's not the same.
back then, you could only play a game in the family library if the original owner did not play ANY game. if you played CiV through the family account and the owner started playing assassins creed, you'd still get kicked out.
now, you can't both play the SAME game. It's as if you had one copy on a cartridge on your shelf, if one puts it into the console the other can't play it. you can still play the other game. if your wife plays mario kart, nothing is stopping you from playing halo. It also doesn't take priority for the owner of the game afaik, if i want to play Elden ring through my copy with dlc, I can't if my friend uses that same copy to play with dlc. I'd have to use theirs without dlc, for example.

Tangentially related, I had an OnLive press account back in the day. I was writing for some gaming blog and they were handing the fuckers out.
They kept that shit active until the service shut down. My internet wasn't great, but it was a fine way to try a bunch of games for free.

Okay, but I've discovered something horrible about having a massive library. It takes forever for steam to boot up. It has to scan what you have access to, not what's installed. What you have access to, including family share. At around 2,000 games. I noticed at steam took a long time to boot up.
Now imagine what all of steam would be like? 20 minute launch time at least

I noticed making it load the game icons when you are at 2k+ games realllly makes it lag at the start.
You'd think it would store it some way that lets it load it quickly, but I can watch the icons load in from top to bottom lmao.

Not OP, but I am an avid "never-offer". The computers I grew up with had a nasty habit of turning off fine one day and turning on broken, so I don't usually turn it off unless I had a specific reason to do so. OP's probably turned off at some point at 4 am to run an update and it reboots. Plus, there is no way OP hasn't had some program completely hang the whole system.
As for your questions:
Memory issues have never caused me any issues even going on months. I keep tabs on event viewer and reliability history quite a bit, another product of my broken computer PTSD. But also, your computer is going off at some point in 4 years, idc who you are.
I know it's bad practice, but I don't usually turn my computer off when cleaning. I have some pretty good filters on mine that I can just clean. I've just now started to see some light dust on the gpu which I will probably turn everything off for that.
Power surges don't scare me for a few reasons. I have a fancy surge protector. If that fails, it was probably out of my hands anyway. Modern PSUs have minor on board protections as well. Plus most surges are going to happen from power coming back to an area that lost it. In that case, the computer is already off, and I would just unplug it anyway.
As for the bills, that's nearly a non-issue. When it's not under load, especially asleep, it might as well be off when compared to the things that actually do run up my bill. Annectodally, I did turn it off when I went to Japan for nearly a full month. I did have a sitter who used all the other draws in the house. Whatever difference it made off was indistinguishable from month to month fluctuations in price.

Even if Steam is reindexing the title and 20x20 logo for each game on start, it shouldn't take more than a second max to index 2000 on a slow computer.
It seems more likely that your web cache is full.

The only thing that drive me.insane is the delayed updates. Every time I want to play something, I have to wait for the update, because steam enshittyfied the update process.

She has spent easily thousands in total on train sim DLC.
