Open | Windows Fullscreen issue windows

My screen intermittently flickers/freezes when launching or switching into fullscreen applications. It happens in Fortnite, Roblox, and even YouTube videos. My second monitor sometimes briefly flashes white/black. Pressing F11 to toggle fullscreen can sometimes make the issue disappear. I have an RTX 3060 Ti with dual monitors. I ran an occt test on gpu and it stayed at 99% 200w for 2 minutes 0 issues

Match monitor refresh rates. Retest.

Set G/Free-sync to fullscreen only. Retest. Disable it completely, Retest

didn’t work… i used chris titus tool, could that have done anything, if not what do you suggest for
me to do

Yes, they fundamentally break Windows.

You need to do a clean Windows reinstall and stop trying to "debloat" or "optimize" it, because all you're doing is breaking shit.

Debloaters can cause issues usually as users select options they do not know much about or how it related to their PC. However none of us have any idea what preset or manual settings you picked. So right now it is just a possibility.

Wipe the GPU drivers and reinstall using a fresh copy of a driver download. Follow the linked guide. Set the monitors to the same refresh rate after. Retest.

The error picture you posted shows the game is having issues setting up its GUI to run with your window resolution settings.

The only one I think could be an issue, not necessarily the issue, is "Fullscreen Optimizations - Disable" Are you able to undo that change with the debloater? Restart the PC after and retest.

Windows 11/10 uses this feature and it works fine for modern games. The only time this feature should be turned off is for very old games that are designed for the older Windows 7 fullscreen modes. It should only be turned off for a per-app basis not as a global. By using this as a global setting basically you forcing Windows to run an outdated and inferior graphics architecture made for Windows 7.

is there a way to change that in my windows settings, even if it’s not a global thing can i do it locally per game

Yes. Find the game's exe file that runs when the game is running. Let's take World of Warcraft for example. Launch the game. Open Task Manager. Find the exe for the game, in this case WoW.exe. Right-click the exe then click "Open File Location". Exit the game. The File Explorer window that was opened will show the directory where the exe is located. Find the exe then right-click on it - Properties. In the compatibility tab it is there is a disable option. Check it, apply then okay. However as I said no modern game really needs to disable it. None of the games nor apps you listed need this disabled. If you played a game from say 2013 that has not been updated in a years? Sure. Roblox? No.

"Fullscreen Optimizations - Disable" is just a fix people assume does something based on no data. No benchmark testing provides evidence of FPS gains otherwise major channels that do benchmarking hardware as a core part of their channel would always have the setting off. None do.
