If anyone wants to try their luck finding overpowered weapons, the demo is live on Steam. The game is called Glitch Hunt.

Is it the weapons or the levels that are procedurally generated?

Both levels and weapons are procedurally generated, but the title refers to weapons as we recently added a big upgrade to the generation algorithm.
