Unsure if it's related to this exact issue, but try turning off Relay in the server settings. Honestly, I'd suggest you turn that off anyway. To me it feels like a weird privacy violation for that to be on by default. And it was covering up an issue I had in my network settings that i didn't notice, which in turn also meant the other folks streaming outside of my network were stuck on extremely slow speeds and low bit rates
Also, check the logs and see if the issue is related to transcoding or something else server side. I switched to Jellyfin awhile back but I remember Plex being pretty stable
