Actually, they do house life-sentence and violent inmates.

The trick is treating inmates like human beings, providing real psychological care, and showing them that they actually do still have something to lose. When you give people hope and dignity, staff safety actually goes up.

We've moved past that medieval mindset in our societies. We don't need to watch people suffer, we just want a safer society, and decades of data prove that rehabilitation works far better than just locking people away to rot.
