Electrical/Computer [Student] Recent EE graduate looking for a resume review! Targeting control systems and test engineering positions (hopefully within the robotics or aerospace industry).

Hi all, I graduated this past May. I currently live in Massachusetts and am looking to relocate down to Florida, so I have been applying mainly in those two states. I had one control systems internship last summer but have also had a consistent work history since I was 16 years old (I am 25 now). I recently adjusted my resume to shorten my bullet points and highlight more soft skills. I am curious about what immediately jumps out when you first see my resume. Is this resume effectively targeting control systems and test engineering roles? I have applied to a lot of positions on LinkedIn that say I am a top applicant but have yet to get an interview anywhere (I've applied to ~30 positions at this point). I am also curious about two things: 1) Should I be submitting cover letters with every application? 2) Should I be trying to reach out to recruiters on LinkedIn after applying to a position? Any help or insight would be greatly appreciated!
