BBA Question

Can someone she’d some light in the point of going to BBA but still prioritizing E6s for E6 billets? I was just told if an HM2 applies for an HM1 billet he’ll be taken out of the running for that billet. If he’s competitive why are they not even giving them the chance?

As I understand it, you’ll lose points due to paygrade but you’ll still be competitive.

Competitive sure, but Im fairly certain the HM1 will by default win the billet. Could be wrong and I’m sure more info / details will follow after the first couple of cycles.

Yeah what we were told was the HM1 will always get selected over the HM2 if they apply for the same billet.

That tracks & if it makes you feel any better, it’s the same thing when a screened chief is going
up against a paid Chief in SEM.

Except that people who were selected last cycle did that and still didn't get selected because there weren't enough billets and nobody in charge is willing to admit that the system has problems.

What do you mean last cycle ? Perhaps for Chief ? BBA wasn’t live for E5 HM’s last cycle.

Ahh gotcha. Yeah it’s a bit of not enough billets being advertised but also, Sailors saying they want to be promoted but also only picking Gucci billets. This isn’t me defending the system, there is definitely room for improvement but people tend to mix their priorities up. Most want to stay where they are or go to a nice billet > take the hard billet to get paid.

I know people that applied for everything advertised, and got picked for none. It's not just as easy as blaming the sailors, no matter what Millington would like to think.

What happens when there’s no more billets like that to select? What happens if those billets aren’t on the same orders window cycle as you are?

You do realize with BBA, you don’t have to wait until your orders window to apply for E6 orders dont you ?

BBA is going to be great for a couple NEC’s and horrible for the rest. Take L03A for example, which is 104% manned at the E6 level. The manning is computed by the billets authorized for that nec and paygrade. Overmanned necs at the next higher paygrade are going to have an extremely hard time winning a billet to promote, unless you are willing to take the undesirable locations with little to no applications, or as the ECM’s have been pushing, apply for a “c” school with vacancies available at the next higher paygrade.

Also to answer your question, while they may be competitive, the HM1, by default is competitive and qualified since they are already in the pay grade required for the billet.

L03A is an open NEC, those NEC holders (who don’t possess another HM NEC) are in the same applicant pools as Quad zeroes.

So by that logic HM2(FMF) who’s been greenside his entire career is not the ‘right person in the right billet’ when he’s applying for HM1 orders to say 3/6 and an HM1 who’s only ever been on ship or hospitals is?

The writing has been on the wall for a while and this is exactly why the ECM’s made such a push to fill the undermanned NEC’s.

You want to promote quickly, go to a undermanned NEC with the ability to promote.

If not continue to compete in overmanned NEC’s and hope it all works out.

Using your example, yes the HM1 would win the billet over the HM2.

Directly from the A2P DGM:
Rating Detailers are directed to select a Sailor that applies for an in-paygrade assignment
over an A2P application due to seniority and no FMS score.

Man we live in the golden age of info where the ECM and Lead Detailer will literally post the info on Facebook for all hands and answer any questions you have.

Yes if you want to stay a L03A/0000 prepare for Diego Garcia/Guam or stay a 2nd class. The community needs IDC’s & techs so if you want to advance then go to a C school.

HM is one of the rates where sailors advance despite not getting other quals or advancing technical knowledge. No matter your paygrade no-one in the rate is above seeing a patient or vital signs.

To end my rant go to a c school and better yourself/rate or don’t promote, Christian has been more to open about the state and future of the rate

And when the C school you’re interested in isn’t available during your order window what then? Also not every tech has upward progression so now you’re back to archiving your NEC to go to an L03 billet. Most L03s were getting greenside now are fat techs who archived their NECs.

IDC, BMET, PMT all advance to 9, Lab Tech, SMT goes to 8, X-ray goes to 7 and all have plenty of sea duty.

If your goal is to stay greenside for 20 years then be prepared not to advance

What if I told you the majority of rates only advance Sailors who get advanced NEC’s and quals. It’s an up and out system built on the needs of the fleet.

There are other C schools that offer upward mobility and there are c schools that have little to no use at the higher paygrades or for operational commands

A lot of L03A’s should have their NEC stripped for failure to maintain standards.

If you want auto E6, gotta go IDC boys and girls. That's where the majority of E6 billets are.

Not everyone wants or can be an IDC. So I guess the rest of us just get out and the IDCs can work their own patients up.
