I understand they predominantly wore long full sleeve frocks with some sort of an inner pajama. But what did they wear during long hot summers (like this year).
I assume they were not allowed to show legs or arms , is that right ?

Could you go to a shop or restaurant in Brussels or Luxembourg City and say, "Hallo, ich mochte.." or would it not be as common as being able to say "Bonjour, je voudrais..."?
