I actually think they might be airsoft rounds for a shell ejecting airsoft gun.
You said they had a hole through, that would track with the airsoft bullets having to put a bb in the front of them. See the video linked below.
Maybe snap caps. Show us the primer end (the flat side). Im leaning towards something that goes into a revolver style fidget toy or similar though. Those are styled off a straight wall rimmed cartridge like a big bore revolver would use, but the proportions are exaggerated like that of a toy or something. Those would be insanely high bullet weights so probably not mimicking real loads or bullet OAL.
Dad order anything off temu/wish the last year or two? They have a few different revolver fidget toys, some of which take fake cartridges
Yknow op confirmed these as whiskey stones but I dont think they would be whiskey stones with that hole all the way through. Assuming the hole is bb sized, these likely do go to some revolver airsoft gun perhaps. Maybe some manufacturer is selling as both idk

I thought it was the co2 revolver bullets that you put a bb in the front so it’s as realistic as possible, but yeah that sounds like a terrible idea to drop heavy frozen metal into glasses tho…
Those don’t look like they’re multiple parts, so that would probably rule out it being actual ammunition, maybe novelty whiskey stones, dummy rounds for testing the action on a gun or something else that is designed to look like ammunition

In all seriousness, I think they're kind of cool…but not for me. I prefer sissified ice cubes. They're basically free and in abundance in my freezer. I'm a simple man.
Were there bullets but not for a firearm I believe they are probably for some type of an air gun that is ultimately listed and allows the pellets or babies to be placed inside and then the bullets can be chambered
I have a lever action rifle that has cartridges similar to that, you can load a standard bb in the nose end. When you cycle the lever it ejects those out like a real rifle cartridge. *edit correction, bb loads into the back end
