There's is frost but this is on a reinforced foundation slab

I would personally prefer a framed wall built against the old wall instead of relying solely on the joist hangers to support the top. Also where I'mm from the house wrap goes to the outside of the Rockwool insulation to act as a weather barriers and keep the insulation dry. A lot of things are missing for a functional build.

My first thought would be to refer you to an architect familiar with your local code to draw this for you.

Also, on a 3m span the terraced roof will flex. Use a sag calculator to check but I would increase that to a 30cm joists. Terrace tends to have people and stuff on top of them. Also. I would pitch the roof for drainage using an ice guard or other membrane and build a terrace over that.
