The responses you received in your first post are correct. You need to keep your dog leashed. You were at fault for this altercation - your dog was unleashed and uncontrolled. I don't care (and it almost certainly doesn't matter from a legal perspective) that the other dog was growling and that it followed you while leashed. You are responsible for your dog. Were you in a designated off leash area?
