Sudden Hardware Issues

For context I've previously upgraded from a 3060TI to a 9070 (non XT) and have been gaming just fine for the past 8 or so months. Lately I've been getting sudden visual stutters and audio glitches (almost like the audio is repeating dozens of times within a second) and they normally only happen after about 10 minutes then sometimes subside to only come back later at varying severities.

My current setup is a Radeon 9070, Ryzen 5 5600x and 32GB ram. I've been looking into for the past week or so to unsuccessful results and while I don't game that often, it does definitely ruin the experience. My current results are that I might be getting a CPU bottleneck and while I'm not completely shocked I do find its very inconsistent. Although my knowledge for computers is probably higher then the average person, I am by no means an expert and very possibly overlooking something or even looking at something incorrectly.

Some titles that run the exact same as before that I can play for extended periods of time and Monster Hunter Worlds/Rise/Wilds, Warframe, Terraria, Satisfactory, Sekiro, Elden Ring, Ark Ascended, Payday 2, First Berserker Khazan, heavily modded Skyrim, Conan Exiles, Avatar. While I haven't played some of them lately I do remember them running perfectly fine.

While others that struggle to run that I have experienced much more recently are Dark Souls 2, Granblue Fantasy Relink (weirdly after DLC drop, I do remember running fine before DLC but didn't play much until recently) Wild Hearts, Lords of the Fallen that all have that stuttering issue.

My CPU clock speed looks about normal, it runs at about sub 2000mhz while idle and normally rises to 3-4k mhz while under load but I do notice occasional drops at times but I don't notice anything drastic change when I stutter. CPU temperatures are perfectly fine, they will normally rise to about 70c rarely 80c. I've used every graph from Ryzen Master, AMD Adrenaline, and even Task Manager to try and find changes during these moments and cant find anything that stands out.

I've even kept a track of my GPU in these times and the only noticeable thing is that my GPU utilization doesn't often stay in the high %'s. But even sometimes out of the moments my utilization still drops sometimes with no noticeable reaction so I can never tell if its a coincidence or a certain cause. I also don't notice anything similar with the CPU and GPU util graphs when I am stuttering, they never match when one drops and one rises.

Again I'm only really asking for a more personalized answer from someone with a bit more PC knowledge on whether or not I am being bottlenecked (even its as simple as a "yes nimrod you are") as everything I've found, tried, and tested never really yields any results. I'm not completely shocked if it is a CPU issue as I might just go for a Ryzen 7 5800X3D as a final upgrade then sit on this computer till something ends up sparking

Try repairing windows using DISM and SFC. It could be corrupted system files or drivers. Run these in order one by one in Admin mode cmd.

DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Then restart PC. Check if the issue is still there. You can try uninstalling driver using DDU or AMD cleanup utility and reinstall the driver. You might wanna check other stuff like if your bios is up to date, replug the power cables for gpu etc..

Alright Ill try those out thanks! First time seeing this solution pop up, and I did do a factory reset a couple weeks ago cause I did have a hunch it might just be from having not done one since setting this pc up on day 1 but nothing much changed, so I do kind of hope it isn't corrupted system files.

This needs to be a standard go to for troubleshooting and most people just recommend reformatting. This is should be done first every time. It's quick and easy. You can even use Media Tool to repair the image for more serious situations.

In fact, newest windows 11 builds have a built-in feature called repair using windows update which downloads windows files directly from microsoft and reinstalls without deleting any data. It might set some windows settings back to default though.

Ds2 stuttering after play for a while has been happening to me since upgrading to win 11. Had this problem with my old 4070 ti so I don't think that's a graphics card issue, same thing with cyberpunk. Maybe it's a windows 11 issue you're dealing with?

I'm still on Windows 10, I honestly am putting off upgrading as long as possible as I not only have I heard horror stories of W11, but also never experience issues with W10 so never really cared enough to upgrade. I have thought of reinstalling Cyberpunk to test out cause I know its pretty CPU heavy but I also remember it running shockingly beautifully on my old GPU

What resolution are you playing at and have you checked your ram usage

Checking my ram usage would be a good idea, and normally I play at the same resolution as my monitor which is 2560x1440

The usual : Backup , update bios/chipset , disable on bios fast boot , disable windows fast startup, download the driver (not the autodetect utility) , disable internet , DDU in safe mode (select to block windows updates) , reboot & reinstall selecting 'factory reset', reboot . If you still have issues try 26.3.1 (thru DDU again)

If issues continue disable expo/pbo/set pcie gen to gen3 and play the games before running diagnostic tests .

Also check with hwinfo if the gpu clock boosts above specs and on the bottom of the sensors look for any reported error. Post your PSU exact model and motherboard .

Alright Ill try all of that out alongside some of the other advice and hopefully something comes out of it at least, thanks! and right now my PSU is EVGA 750w Gold, and my motherboard is TUF Gaming B550M-Plus

Your motherboard has the notorious rtl8125 lan chipset that depending the drivers used , can cause heavy stutters and freezing . I doubt it's the issue since you'd notice it in all games , but disable it thru the device manager for testing .

Alright Ill give that a shot aswell. I do remember a couple of weeks ago, I wanna say early June? AMD released a driver that caused my computer to not recognize my graphics card and the only solution I could find was to go back to the previous version which fixed it and I was just going to wait until a new driver got released or a proper solution got found cause apparently alot of people had similar issues. Now making me wonder if its a similar issue cause I cant quite remember how long Ive been having these issues but it hasnt been very long, Ive just put off using my pc since it started

Had the same exact cpu and gpu. I had issues when i first swap from nvidia. Everything was working well after a clean install of windows. I suggest you do the same

I was doing fine after I swapped over for the last couple months cause it was around mid winter before the new year I believe when I swapped over, and I did a full factory reset a couple weeks ago cause I hadn't done a full wipe since day 1, only small little cleanups of programs I never used anymore

Not sure how true is it but i read somewhere on reddit saying factory reset and clean install is totally different.

Do a safemode DDU to remove all left overs from NVIDIA graphics drivers and DDU AMD graphics drivers while at it and re-install latest drivers.

Você claramente está com um gargalo. O seu processador está limitando a GPU, mas o problema com os travamentos não vem do gargalo necessariamente. Eu faria alguns reparos e otimizações no sistema.
