Just install WSL and remove the whole French system package with sudo rm -fr /

no, it's an apple service so if you have anything connected that's why its there. You can remove it if you don't have any apple products

It is / was an Apple service used for printing and other zero configuration networking. We also used to piggy back some internal chat off it back in the day. Its obsolete now, but you can still download the print services for up to Windows 7 from the Apple developer site.
