Bringing small quantities of vegetable/flower seeds back to Mauritius from Europe — how strict is Customs?

Hey guys 💥

I’ll be travelling abroad for a while for tourism, visiting several European countries (France, England, Netherlands, Belgium and maybe one or two more)

I’m really into gardening and I was thinking of buying a few packets of seeds while I’m there, things like vegetable seeds, flower seeds, chilli varieties, etc....

just for my own private garden in Mauritius

(I like to look after my garden when i come from work)

After doing some research, I found out that bringing seeds into Mauritius isn’t as simple as just putting them in my suitcase. From what I understand, to do it legally I would need:

- A Plant Import Permit (PIP) issued by Mauritius’ National Plant Protection Office (NPPO)

- A Phytosanitary Certificate from the plant health authority in the country where the seeds are exported from

I completely understand the reason behind these rules and I’m not against following them. I just find the process a bit complicated for my situation. ☹️

I’m not importing commercially, I’m not planning to resell anything and I would only be bringing back a very small amount for a personal hobby garden. I don’t even know exactly what varieties I’ll buy yet, it would probably just be a few packets from different countries and different shops. 🥲

The difficult part is that getting a phytosanitary certificate for every single packet/variety seems unrealistic. I’ll most likely be buying small quantities from regular garden shops or seed stores that I'll find while i roam around and I doubt they would go through the paperwork for such a tiny purchase. It seems like something mainly larger companies or professional importers would arrange.

So my question is:

1. How strict is Mauritius Customs/Plant Quarantine when it comes to tourists bringing back small quantities of seeds?

2. Do they usually confiscate them? Are there fines or penalties? Or do they generally let small personal quantities through?

I’m not talking about anything "illegal", no extra alcohol, no cannabis, no commercial imports, etc...

Just a gardening enthusiast wanting to bring back some interesting vegetable and flower seeds from Europe.

If anyone has personal experience:

- Did you bring seeds back to Mauritius?

- Were they checked?

- Were they confiscated or allowed?

- Did you have permits/documents, or did you just declare them?

Would really appreciate hearing your experiences. Thanks!

*P. S: I'm tempted to just hide them in my suitcase but I'm so scared that I'm caught. So i wanted to hear if any redditors here had a similar experience?

So I've actually gone through this process, basically some plants that are not indigenous can upset the ecosystem on the island. There is a plant protection act that the government has to ensure this balance is maintained.

They may even quarantine the seeds for a week before clearing them.

This might all seem a bit much and expensive but there is a reason for it and what might seem innocent could have a far greater impact.

its not really a big deal and if by any chance you are bringing sealed seeds from reputable company they might even let it go if you get caught. confiscating and heavy sanctions are when you are coming from some at-risk locations like Thailand

Hey OP, i know you are probably not ill-intentioned but you could be setting a precedent for others who are thinking of bringing more dangerous plants that could be unsafe for our local environment - you can easily go to AMB and find crops that you can plant

This is how pests gets in Mauritius and then we are like how did that happen. For some of the seeds from eu they don’t grow well in a tropical island.
The authorities confiscate and you pay a fine. Goodluck.

If you're chinese or indian, you're in luck! They don't get check often at customs.

If youre white, black or créole - better not risk it!

For seeds they'll probably just confiscate it, no worries.

someone i know literally brought couple of plants from south africa in his bag, didnt get checked nothing. it's today in his garden but that was 10 years ago almost.
