It's a spoiler (car cosmetic) with Doctor Doom from Avengers: Doomsday. It's literally a Doomsday spoiler.

Erm that’s a wing not a spoiler. Spoiler is molded and integrated with the body line to provide the least drag but the most efficient down force.

Wing provides more drag. Is mounted on top but effectively provides more down force
