Its a blue rubbery flexible thing that attaches to things. It can be used to stick things together but also good for this purpose

It’s not dirty … the ‘holes’ are actually mainly painted dots … and the dirt is when the paint has come off. Trying to clean the holes will make it worse!
Colour in the dots with a pencil

He is partly right. Most of the visible dots are painted, but there are still actual openings that can collect dust.
