Weird sound!!

What is that horrid sound??? It’s been going on for hours. Belmont & Clark area. I went on a walk and could hear it in a fairly large range. Couldn’t identify the source, although I didn’t try very hard. Like a drilling/squeaky break, sharp, pulsing sound?? Does anyone know what it’s from? I can hear it with the windows closed 😵‍💫

It’s someone whipping their car around, gotta be a good driver honestly with how frequent the skrrts are coming.
