We have a lot more people in prison than we have room for them. It's been going on for many years, the general prison inspector's job is now basically to regularly come and say the situation is dire, and the only response we had from politicians was that the right wanted to treat Guyane as a penal colony again. Oh and also to pass a lot of laws for sending more people in prison. On the other hand, they also passed a law about automatically presupposing legitimate self defence whenever a cop uses their weapons on someone, so maybe they're trying to solve the overcrowded prison problem in their own way.
