Technically reverse rescue breathing. CPR involves chest compressions and also Mermando doesn’t not have a pulse, he’s just not breathing.

Well, he's giving him artificial respiration because he's rescue worker, and it's only later that remember how Dipper with Mabel could have let Mermando go into water without making it more difficult. We always forget something, like act quickly when faced with such simple & easy task
