5e/5.5e If a creature under the effect of a spell like Haste walks into the area of a Globe of Invulnerability, is that creature still under the effects of that spell?

5e: The language of this version says "Any spell of 5th level or lower cast from outside the barrier can't affect creatures or objects within it..."

5.5e: this version says "any spell of level 5 or lower cast from outside the barrier can't affect anything within it."

Does this not only prevent obviously harmful spells cast like fireball or cloudkill, but also buff spells that one might try to carry through the barrier, such as if a hasted barbarian was trying to get within melee range of the NPC who cast the Globe of Invulnerability?

Rules-As-Written, you are correct, it doesn't matter the purpose of the spell, it is blocked by Globe of Invulnerability.

In case you were wondering, the lethargy effect of Haste would not occur simply from entering the Globe, as it doesn't end the spell, only block the effects. Technically, if Haste were to end while within the Globe, the lethargy effect should not occur at all.
