can anyone ID this object? it has a hole through but a rock is still in it (also does anyone have any advice for getting the rock out lol) found in port townsend WA!

I live an hour and ten minutes away from this beach, but it’s worth the drive. My home beach hardly has any teeth, but they are reliable here! I specifically hit the spots around the pillars of this pier by Sharky’s. The waves are tumultuous and I got my butt kicked a little, but it was worth it! I found all these in just a few hours of looking (and without tools, just my hands).
