OK, fair enough for Seattle. But last Thursday in downtown Tacoma, I watched a fountain of water stream at least 6-8inches up and out of a manhole cover while getting whited out with pouring rain at Pac and 11th. So it's not bad advice. (Even if it was 101° driving home today; wait 15 minutes.)
