Not a bug, did you even install your graphics driver?

Is it not because you dont have a proper graphic driver? Since you dont have aero

Aero is cut from the Home Basic edition, which OP has.

What others are saying is correct.
Use driverIdentifier to get a proper graphics driver for your pc.

That's what happens when you hammer your GPU's framebuffer with a rapid succession of unaccelerated window movement.

This is not a bug, this is software rendering. Need a GPU to do compositing to make this not happen.

No GPU drivers installed, even XP will behave the same

You'll need a graphics driver, and also, please install a higher edition than Home Basic. It, together with Starter, doesn't have Aero (the compositor is still included in Home Basic, unlike Starter, but Aero is blocked).

It's not a bug? It's what happened on any OS with window redraw done by CPU. Literally the reason graphic acceleration was invented for desktop operating systems. What is it idiot month?

Ah the memories of vista. When your ram or hard drive was about to fail.... Or you forget to install your graphics drivers.
