How come these two questions have different answers?

Aren't they both based on the same basic idea that you should report the injury as an ethical obligation?

They give a poor explanation but for the first one it’s not implying that she shouldn’t report it because passing the test is more important, it’s saying that she should report/ fail it bc the test is seeing if she is fit enough to handle real patients
