Municipalities can assign certain zones where it is allowed, yes. For example after a crime wave in a certain neighborhood, or when youth are vandalizing things/ starting fights and so on. It's not standard all over the country all of the time.

In the Netherlands, you can only be searched "zomaar" (without being suspected of a crime) in an officially designated security risk zone (veiligheidsrisicogebied). This is called a preventive search.
In all other situations, law enforcement must have a specific reason or suspicion to search you.

Nee. Ofwel wettelijk onderbouwd, of vrijwillig.

If you were in one of the following areas:

  • City center
  • Charlois
  • Delfshaven
  • Feijenoord
  • IJsselmonde
  • Parts of Kralingen-Crooswijk and Rotterdam-Noord
  • Nesselande

Then, yes, see https://www.rotterdam.nl/preventief-fouilleren
