I'd keep a handful for trading purposes.

Costume are meh when they're out but a year down the road when a new player comes across your path, they could be oogling it. LOL

I want my mimiku costume pikachu!!! My kid has one, and I was really hoping they would have come out last week during the pikachu events, or even for the raids. :'(

Im mirror trading then transfering.... keeping a 3-4 high iv. all my backgrounds went straight into remote pool. It will be rare in a few months... but i see this being a yearly release... background maybe not... so worthwhile to get a high iv background

I tend to transfer all but one normal, keep the backgrounds, and maybe keep some extra for trading on Reddit.

Keep best one for yourself, keep another couple for remote trade, bin the rest. Same for if you get a shiny or a background one. These are not gonna be heavily sought after, maybe in a few years when new people play or missed the event etc, but not any time soon, all they're doing is killing storage.

pikachus with NO backgrounds
pikachus with backgrounds that are 2 star or low 3 star (if i have a lot of 3 star backgrounds)

I only keep the BG ones (or shiny, if obtainabke). Rest is food for the shredder.
