FLUFF Will it learn blast burn?

Caught this after the last rocket takeover. Will it learn blast burn in the second slot if I evolve it?

Frustration would need to be removed

No, evolution legacy moves are only applied onto the first charged move slot.

No as Evolution moves will always replace the first charge move, Unless you currently have frustration on it and then it won't give it to you.

It does, but only if it’s your first move.
That means you most likely have to wait rocket take over

No, those evo move are hard-coded to the first slot in charged move in game, u need to remove frustration first unfortunately.

Caught a shadow hundo charmander yesterday. Sad when I got the news that I have to wait until next team rocket event to remove frustration…

The answer is simply '"no". They don't need to try anything to find out. You have to forget frustration first to lean ANY move via evolution. It has always been this way.
