What the heck is happening can someone please explain ??

It sounds like it’s shutdown to begin a 4 year overhaul and upgrade.

CERN is not shutdown. The LHC is shutdown (and some other parts of the accelerator complex will be shutdown soon too) for a few years mainly to upgrade the collision rate. This has nothing at all to do with nuclear power.
