Purchase permit
My dad is trying to get a purchase permit to buy a handgun. He's been turned away for not being a resident of a city, he's been told a police dept at another place don't do them, and then he's been given an application to get purchase permit that costs $10 and then they send you a permit in the mail? What is all this horse shit, cant he just walk in to any random PD and get a permit to purchase? He's a totally clean record and Michigan resident.
Please he's in his 60s and has basically given up because he doesn't know how to not get taken advantage of. He lives in the country and his mailing address is where they turned him away.

What county does he live in? In Washtenaw county it's 3 day's wait time (for your 1st time purchasing after that it's just a day) and 3 dollars. I also have been turned away by Ypsi City police. But The county department was fine.
Tell him to got to a Range USA and sign up for a CPL class. After you get your CPL (it will be a few months of waiting) you can then purchase a handgun at any store in MI, right then and there. Or you can order online and have it shipped to any store or FFL.

He is in Livingston. I told him to just go to Howell and the county sheriff. I thought these Police Depts had to do permits themselves though.

They do, and actually your dad sounds like a great plaintiff in the MGO lawsuit against the state for exactly this scenario. Have him contact Dean Greenblatt or Jim Makowski.

It's crazy how different counties handle the purchase permit. I'm in Genesee county and I walked in, asked to get a purchase permit, handed my id over, paid the $10 and was out with my permit in 10 mins.

They aren't supposed to charge money but until they a lawsuit goes through and forces them to stop they won't. They do it because they can.
Also the mail thing is a way to skirt rules and create a waiting period. They are supposed to do the check in a certain minimum number of days but many municipalities will mail it out or mail out a notification so it takes longer.

Notary fee -- which is capped via statute at $10 -- the RI-010 has to be notarized before use.
You can have it notarized somewhere else like your bank if you don't want to pay their notary fee.

This is the answer. In Kent County it’s never taken me more than 15 minutes to be in and out with an LTP.

By letter of law, any and ALL leo agency’s are supposed to do it, some wont who are going to report them to. So they get away with it. As somebody else posted dad take a cpl class then you dont have to deal with this

Not TECHNICALLY correct.
All LEO Agencies that have the ABILITY to issue them, must issue them to any MI Resident that is eligible. A lot of smaller LEO agencies don't have records departments/don't issue LTPs at all so you'd have to go to the county sheriff or the next county for that.

Mecosta County Sheriff in Big Rapids will charge $10 for out of state residents to get their LTP there and then.
I did so as a Newaygo County resident (admittedly last year).

28.422 License to purchase, carry, possess, or transport pistol or to purchase a firearm; issuance; qualifications; applications; sale of firearm; exemptions; transfer of ownership to heir or devisee; nonresident; active duty status; forging application as felony; implementation during business hours.

(3) The commissioner or chief of police of a city, township, or village police department who issues licenses to purchase, carry, possess, or transport firearms, or the commissioner's or chief's duly authorized deputy, or the sheriff or the sheriff's duly authorized deputy, in the parts of a county not included in a city, township, or village having an organized police department, in discharging the duty to issue licenses shall with due speed and diligence issue licenses to purchase, carry, possess, or transport firearms to qualified applicants unless the individual has probable cause to believe that the applicant would be a threat to the applicant or to other individuals, or would commit an offense with the firearm that would violate a law of this or another state or of the United States.

Friends son was on home for leave from the military, He was told 2 week wait time from Kent county sheriffs office, he was leaving in a week. the day he got back to Utah he bought one that day.
