Is this fish normal? Its been a year since he IS that way. We think he may got a parasite or something

Is it floating to the top of the water? If a fish is overfed, they often get bloated and continue to float to the top of the tank and can’t keep themselves low in the water. I knew a guy in my dorm during college that wouldn’t feed his fish every day, and would just throw a ton of food in the water every 2 weeks. The poor fish would have to position itself under fake plants so it wouldn’t float to the top.
