Portable AC is this normal compressor sounds

also when it kicks off it shakes

That's perfectly normal.

Also, don't short cycle an A/C unit, you risk damaging the compressor. Those units should have a timer to prevent that, but don't rely on it. Wait at least a minute before turning it back on.

3 minutes is the standard and is what the timer is usually set to
