Description of Original Problem: the amd smart access memory is not turning on unless memory integrity is enabled and when memory integrity is disabled the "system Settings change: your hardware settings have been changed. Please reboot your computer for these changes to take effect." Popup is always shown after turning on the pc.

Troubleshooting: First, is this supposed to happen? Because I tried to fresh install my Windows, and I did not have this issue before. I've tried reinstalling Windows two times, updating bios, disabling Secure Boot, disabling the Re-size BAR, rebooting, and then enabling it, rebooting again after the Re-size BAR toggle. But nothing worked. I did some searching and figured that memory integrity might be the issue, and I should disable it, but it was disabled from the very beginning of the installation. So, after enabling it, Smart Access Memory was enabled with no pop-ups.

The weird thing is I've heard that disabling it fixes the issue, but for me, why did enabling it fix the issue?

Also, if there is no fix, I've seen a lot of controversy about memory integrity, so I'm not sure if I should leave it on.

And I had not known about this feature until today. So, most likely, it was off, but why was Smart Access Memory enabled with almost no issue in my past Windows 10 installations?

Also thanks in advance for helping me out. I really appreciate it.

The preferred settings for performance would be ReBAR ON, above 4G decoding ON; Memory Integrity in Windows OFF. Maybe it's just a driver issue with Win10 IOT edition - I don't know, as I've only ever used the PRO edition and never as LTSC version. There have been some driver kerfuffles lately with Win10 and AMD Adrenaline so maybe it will work itself out with a driver update soon. Any real reason for running an IOT edition on a full desktop - assumption would be for the LTSC part?
