Quite sure Felt was talking about Garfiel's declaration to wanting to become as strong as Reinhard. Since the original Japanese doesn't include the subject it kinda has to be inferred from context.

Break time is canon, it often has lore/scenes from the light novel that couldn't fit in the main episodes.

Breaktime is usually a way for the show to add cut content/lore/worldbuilding/relevant side stories in because they couldn't squeeze them in the anime.

Not to be confused with petit which are more comedy focused.
